The KPS Foundation organized an orientation on the Magna Carta for Homeowner’s and Homeowners’ Associations (Republic Act 9904) for the recently established Arenas Village Phase 1 Homeowners’ Association on March 9, 2024, at the KPS Training and Resource Center in collaboration with the Department of Human Settlement and Urban Development (DHSUD). The activity was conducted in accordance with DHSUD’s regulations on homeowners’ association registration.
Situated in Barangay Ligaya, General Santos City, Arenas Village Phase 1 is a self-sustaining, self-governing socialized housing project that is part of the Lot Acquisition through Negotiated Direct Schemes (LANDS) program.
The newly elected homeowners’ association (HOA) officers were thanked by Socialize Housing and Estate Development (SHED) Director and KPSFI Vice President Rogelio Funclara for their active response to the call for orientation. Guest speakers from DHSUD-12, Shirly Diansay and Faith Andrade, were also cordially welcomed and introduced by KPSFI Corporate Secretary Rodolfo Dewara.
Shirly Diansay started by asking the HOA members about their expectations with DHSUD and the homeowners’ association registration. She explained that the certificate of registration they issued to homeowners’ associations certifies the viability of the project. She also outlined the requirements for HOA registration emphasizing the importance of having a notarized and signed Articles of Incorporation and By-laws.
Faith Andrade initiated discussions on RA 9904, also known as the “Magna Carta for Homeowners and Homeowners’ Associations,” along with its implementing rules and regulations. She emphasized the importance of collaborating with government agencies, particularly in accessing livelihood programs for their community. Faith further clarified homeowners’ responsibilities and outlined the qualifications and rights of association members and officers. She reminded HOA members that the DHSUD conducts annual post-registration monitoring, and noncompliance may result in penalties. Additionally, she reiterated that the primary purpose of HOAs is to provide planning assistance and uphold standards for land use, zoning, and development.
Following the orientation, KPSFI, in collaboration with DHSUD personnel, conducted a site inspection at Arenas Village Phase 1. This inspection is a prerequisite for their HOA registration approval. The site assessment assists DHSUD in identifying community needs and proposing necessary improvements, ensuring the seamless implementation of programs.
KPSFI, through its LANDS Program and DHSUD, has reassured the members of Arenas Village Phase 1 Homeowners’ Association (HOA) with ongoing support, including capability training sessions. In anticipation of DHSUD’s positive response to the HOA’s registration application, KPSFI extends its heartfelt congratulations to the Arenas Village Phase 1 HOA for their unwavering commitment throughout the entire process.
