On August 14, 2024, the Santino Village Homeowners Association (HOA) marked a significant milestone with an inaugural event held at Santino Village, Purok San Francisco, Barangay New Pangasinan, Koronadal City. The event featured an oath-taking and induction ceremony for newly elected HOA officers, as well as the turnover of the deed of donation for parks and playgrounds, community facilities, and road networks.
Distinguished Guests and Officials
The event was graced by the presence of several distinguished guests and officials. KPSFI staff, including Vice President/SHED Unit Head Mr. Rogelio R. Funclara, CMP In-Charge and NAPC-NUPSC council member and Region XII representative Ms. Gelsa P. Pocdol, Corporate Secretary Mr. Rodolfo P. Dewara, and MIS Unit Head Mr. Ricky A. Cabunyag, attended the event.
Additionally, representatives from the Barangay Council, including Hon. Kagawad Jerry Dela Rosa, Hon. Kagawad Elmer Castor, Hon. Kagawad Rosie Jean Cabrido, and Hon. Barangay Captain Deborah C. Pader, were present. Furthermore, Hon. Rey Batallones Avila from the City Mayor’s Office, Community Organizer Mr. Julius Palmes, and Department of Human Settlements and Urban Development (DHSUD) personnel Mr. Ronvill John Sustento and Ms. Shirley Diansay also attended.
A New Era of Leadership
Ms. Elizabeth Asilo, the newly elected HOA President, delivered a warm welcome address. She emphasized the significance of this day for her fellow officers as they assumed leadership roles within the Santino Village community. She also expressed gratitude to all the distinguished guests for their presence.
Hon. Barangay Captain Pader administered the oath-taking ceremony, underscoring the gravity of the commitment made by the newly elected officers. She highlighted the importance of collaboration between the Santino Village community and the New Pangasinan barangay local government unit (BLGU) to foster future growth and development.
Government Support and Community Empowerment
Ms. Gelsa P. Pocdol, representing the National Anti-Poverty Commission (NAPC), provided an overview of the organization’s mission to institutionalize basic sector participation in anti-poverty programs. She emphasized NAPC’s collaboration with local government units (LGUs) to identify and address poverty issues.
Mr. Ronvill John Sustento and Ms. Shirley Diansay, representing the Department of Human Settlements and Urban Development (DHSUD), expressed their support for the Santino HOA. Mr. Sustento highlighted the importance of forming homeowner’s associations and collaborating with LGUs to achieve community development.
Mr. Rodolfo P. Dewara, Corporate Secretary of KPSFI, discussed the concept of social housing and the role of KPSFI in facilitating land acquisition for low-income families. He explained how KPSFI through its LANDS Program bridges the gap between landowners and informal settlers, enabling them to secure affordable housing.
Mr. Rogelio R. Funclara, Vice President/SHED Unit Head of KPSFI, reminisced about the origins of Santino Village and acknowledged the contributions of Mrs. Navarro, the former landowner. He highlighted KPSFI’s role in facilitating the development of the community.

The newly elected HOA officers, led by President Elizabeth S.
