Community Meeting at Hiyasville HOA on Individual Titling

Last September 18, 2021, Saturday around 9:00 in the morning, the Titling Unit of KPS Foundation, Inc., conducted a meeting with member-beneficiaries at Hiyasville Homeowners Association, Inc., so as to apprise them of their individual titling status.

The land acquisition project was organized sometime in 2010. Hiyasville as of this time has already its approved individual lot technical description, successfully entered at the Office of the Municipal Assessors of Polomolok in South Cotabato and issued with the individual tax assessment.

The next step will be the entry to Register of Deeds for the individual titles (smaller lots) still in the name of KPS Foundation, being the registered vendee, which will be the basis for the execution of individual Deed of Absolute Sale to the member-beneficiaries, after which the member-beneficiaries can on their own, work out the transfer of individual titles from KPSFI, in their names.

The problem, however, it was pointed out during the meeting, is the poor turn-out of their titling contributions; because there are some members who have not yet contributed their obligations on the individualization fees and charges until now. In the said meeting, we informed them that we cannot likewise move forward to the next steps if they will not contribute their shares on the processing fees.

During that meeting, the members have all agreed to make their payments on a term basis for 2 years. They agreed that they will give a minimum contribution of one thousand pesos (Php1,000.00) per month, as their payment for technical documentation leading to individualization of title.

Lastly, we encouraged the officers and members to form their own homeowners’ association and have it registered to the new Department of Human Settlement and Urban Development (DHSUD), formerly the Housing and Land Use Regulatory Board (HLURB), to legalize themselves and avail of some programs and services provided by the new housing agency on capacitating homeowners associations.

The community HOA at Hiyasville and KPS Foundation, Inc., both mutually agreed to schedule another meeting, to be held regularly for updates on the status of the individual titling process.
