In a meeting held in April 4, 2024, at Purok Hechanova, Barangay Poblacion, Polomolok, South Cotabato, officers and member-beneficiaries of Crisville HOA met with KPSFI’s chosen staff to discuss the homeowners’ association, the reelection of its officers, and community development. Since they have previously registered with the Department of Human Settlement and Urban Development (DHSUD), the meeting was also convened in order to prepare their updated reports and accurate records for the agency’s annual monitoring.
The meeting was skillfully facilitated by Gelsa Pocdol, KPSFI’s Education and Training, and Community Mortgage Program (CMP) unit head. She also serves as a council member of the National Anti-Poverty Commission – National Urban Poor Sectoral Council (NAPC-NUPSC).
She talked about the Republic Act No. 9904 (RA 9904), also referred to as the Magna Carta for Homeowners and Homeowners’ Associations, and its Implementing Rules and Regulations (IRR), which provide the fundamental guidelines for setting up homeowners’ associations, defining their jurisdictions, and outlining the rights of their members. The leadership structure of the HOA is established by the articles of incorporation, bylaws, and constitution. She exhorted everyone to establish a robust and effective homeowners association with the goal of improving the members’ quality of life.
She also implies that the homeowners’ association (HOA) plays a crucial role in maintaining community common areas and assets, safeguarding property values, managing resources, fostering community participation, ensuring a clean and safe environment, and establishing a shared community vision. The HOA serves not only as a requirement for achieving community development but also as the backbone of residential communities. It undertakes essential functions to govern, maintain, and preserve the overall integrity of the community. To achieve community development, homeowners must collaborate with local government units, national government agencies, and non-government organizations, similar to what the Abrea Village HOA and the Yusa Village HOA have done in their respective communities.
Through its LANDS Program, KPSFI serves as a conduit facilitator between landless urban poor families and landowners, not as a real estate or property developer, Pocdol emphasizes. After completing Phase 1 of the LANDS Program, which involved paying landowners for their individual home lots, the Crisville beneficiaries are now prepared to go on to Phases 2 and 3, which involve processing their individual land titles and site development.
Member of the KPSFI’s Titling Unit Jhonard Rojas encourages all homeowners’ association members to take part in all HOA activities, particularly in preparing the application for the Preliminary Subdivision Development Plan and Development Permit (PSDP/DP), which is a prerequisite for processing individual lot titles.
To achieve and maintain an organized, well-planned and sustainable homeowners’ association, its members should participate and fulfill its duties including paying membership fees, attending association meetings and supporting association’s projects and activities.

The Crisville Homeowners’ Association has elected the following officers: Wilfredo Yabo as President; Maria Buan as Vice President; Rosalda Paraiso as Secretary; Rosalie Barorro as Treasurer; Judelyn Dili as Auditor; Jose Evangelista as Chairperson of the Grievances Committee; Lorna Toquero as Chairperson of the Elections Committee; Rogelio Rosalia as Chairperson of Disaster Risk Reduction and Management; Jennifer Tuble as Chairperson of the Gender and Development Committee; and Jocelyn Batiancila as Chairperson of the Audit Committee. Furthermore, Rowena Garcia, Emily Cerilla, Renante Dile, and Cristopher Piang are members of the Board of Directors.
