KPSFI Visited Arturo Homes

On April 21, 2024, Arturo Homes’ member-beneficiaries gathered to establish their homeowners’ association (HOA) and elect officers. This significant milestone marked the completion of Phase 1 of the LANDS program, where beneficiaries successfully paid off their home lot debts.

Arturo Village was now ready to proceed to the second phase of the LANDS program: titling. KPSFI’s Darling Enaya provided a brief overview of the individual titling process, emphasizing the crucial role of the homeowners’ association in obtaining land titles.

KPSFI’s CMP Unit Head and community organizer Gelsa Pocdol, also a NAPC-NUPSC council member, highlighted the benefits of a homeowners’ association and the importance of member involvement in community development.

Furthermore, she encouraged community members to share their concerns to identify the association’s priorities, resources, and challenges, as well as potential outcomes. Clear goals are essential for building a cohesive, safe, and prosperous community.

Gelsa Pocdol then discussed Republic Act 9904, the Magna Carta for Homeowners and Homeowners’ Associations. This law recognizes and promotes homeowners’ rights and roles, providing resources and assistance for community service.

Homeowners’ associations are partners of local government units in implementing programs and projects. The Act requires all homeowners’ associations to register with the Department of Human Settlement and Urban Development (DHSUD), a crucial step towards community empowerment.

Then, she motivated everyone to actively participate in building a service-oriented association. Community members should engage in local initiatives with their respective local government units.

The first officers of Arturo Homes are expected to contribute positively to the organization and community. Members should support their officers in driving community development progress.

The elected officers and board for the Arturo Homeowners’ Association are as follows: Jocelyn J. Basa (President), John Micheal E. Bonita (Vice President), Rowena D. delos Santos (Secretary), Meilaflor A. Paclibar (Treasurer), Jerlyn B. Millan (Auditor). Board of Directors: Leonisa S. Española, Alma L. Taporco, Elma P. Gallaza, Cherryl D. Maulingan, Lou Dumagpi (Election Committee), Lucia A. Toquirre (Grievance Committee), Jerlyn B. Millan (Audit Committee), Merly A. Ampig (Gender and Development – GAD), and Rosemarie D. Mabasa (Disaster Risk Reduction and Management Committee (DRRM)).

Arturo Homes is located in Purok Salvacion, Barangay Calean, Tacurong City. The city, primarily populated by Ilonggo settlers from Iloilo province, has an estimated area of 15,340 hectares comprising 20 barangays, including Barangay Calean, where Arturo Homes is situated, consisting of 83 beneficiaries.
